the Colonial Treasurer would expect to be specially remunerated for the additional duties thus imposed upon him, had hesitated to propose the arrangement to the Board of Treasury from disinclination still further to increase the expenditure for China Consular Services.
In view however of the statement of the Audit Commissioners that the issue of the money to the Colonial Treasurer would serve as an appropriate check, Lord Malmesbury thinks it right to express his concurrence in the proposed arrangement, and he trusts that hereafter the Colonial Treasurer should on account of the additional duties thus imposed on him, should prefer a claim, it would meet with the favorable consideration of the Board of Treasury.
Lord Malmesbury will inform Mr Bruce of this modification of the arrangement for the payment of the Consular Salaries, and will inclose for his information a Copy of the Warrant annexed to the Audit Office letter of the 26th Ultimo under which the Commissariat Officer is to pay the money to the Colonial Treasurer to save money. Lord Malmesbury is not aware that it will be necessary for him to give any further instructions to Mr Bruce beyond those contained in the
